Looking for A PHP Expert to fix my Contact Form (West Hartford)

This is not a WP contact form, this a pretty straightforward HTML, Javascript and PHP site encased in a Xara structure. The data which a user enters into the contact form never reaches any of my different email accounts. I've tweaked the mailer file every which way possible. The same with contact.htm. I hired one person to fix it but all he did was force the Thank you page to appear without transferring any data. I've tried sending contact form data to all imaginable mail servers. I've taken all of the advice that I can find online but nothing seems to get my contact form to really work. My form's fields are simply Name, Email, Comment and the SEND button. I have dissected every character involved in the send-form process, and it just never works. I should add that I host all of my sites on Bluehost where I can only reach level 1 helpdesk or sales personnel. I would greatly appreciate the techie who can make this form actually send data.
