Why not Burn documents instead of shredding documents?
There is no paint that will stick to any barrel at the temp it burns at.....so in a hour paint is gone... rust sets in...
So the thicker the metal the longer it lasts....

To increase lifespan... drill drain holes in bottom and set barrel off ground on 3 cinder blocks or bricks/stones to keep away from moisture
Stump burning barrel... open on both ends....place on both ends....set afire....it burns the stump down below ground level....much more cost effective than hiring/renting a stump grinder $50 each
